Energy poverty occurs when a household cannot achieve the minimum level of domestic energy consumption required for satisfying basic needs and for an effective participation in society. This situation happens more often in South-East and Central and Eastern Europe. While energy poverty results from structural inequalities in income distribution and access to quality housing, inadequate energy pricing and vulnerable consumer support policies, there are some simple steps with which one can tackle energy poverty in practice.
